Assessment of RCMP Watchdog’s workplace ‘Clear Call for Change,’ Documents Show Found

Ottawa – An independent assessment of RCMP watchdogs, indicated by an anonymous email from employees, concerns about bias, lack of transparency, heavy charge and “a toxic environment”.

Assessment of the Civil Review and Complaint Commission’s Workplace for RCMP was “found a clear call for changes and action at the leadership level to restore reliability and confidence within the organization.”

Canadian Press recently received a copy of the May 2024 assessment, about six months after the public safety filed a access request with Canada, who ordered the report.

However, some employees expressed serious concern.

The report said that a significant number of numbers were overwhelmed by his charge, causing stress and was less satisfied with his jobs.

This cited a “remarkable communication difference” between leadership and employees, many employees stated that the organizational message was very inconsistent and lack of clarity and stability.

The report stated that the employees’ response to the methods of resolving the conflict was mixed, “felt an unnecessary part of the task force.”

There were also many complaints of “a toxic work environment” due to leadership behavior and practices.

“The employee expresses a strong desire to address and solve this toxic environment,” the report said. “They seek an anonymous reporting system to report workplace misconduct, especially senior managers.”

Employees wanted additional support for mental health issues and more compassionate means to meet the needs of employees.

Many employees said that supervisors and team managers should be more autonomous on decisions about discovered results and allow people to work far away, the report states.

“They believe that some current leaders lack the necessary skills and the posts have been worn due to favoritism.”

Currently and recently, the questionnaire distributed to the late employees revealed a consensus that the Commission had a lack of vision, strategy and a harmonious plan for its future, the report states.

“Replyers feel that there are no opportunities to discuss wide missions or innovations.”

The report has several recommendations to improve the good of the employee and promote strong leadership in the Commission.

“In our view, addressing these concerns is important to promote a more inclusive, justified and productive organizational culture,” Neron said in his letter for public safety last year.

“Employees’ experiences demonstrate the immediate need for improvements in organizational management to solve these issues.”

After the completion of Néron’s report, Public Safety took steps to take steps to communicate the conclusions to the commission employees and to help in implementing various recommendations, which were records released under the Access Law Show.

Lahai, a military experienced, was appointed as the chairman of the Complaint Commission for a five -year term in 2019. His tenure was later extended earlier this year.

The chairperson’s job has been vacant since January and Lahai is now a vice -president in a provincial government agency Tribunal Ontario.

Lahai refused to comment on the assessment of the workplace, citing restrictions related to his new status.

Public safety spokesperson Tim Warmington said that the Review Commission has taken several initiatives to do welfare for the employee after evaluation.

Measures include better availability of welfare information on the organization’s intranet and presentations for employees on stress flexibility, conflict management and employee assistance, Warmington said in an email response to questions.

The mandate of the Review Commission is scheduled to expand to cover the activities of RCMP along with the Canada Border Services Agency.

Legislation, which established public grievances and review commissions, received royal consent last year, although it is not clear when and when the new agency would be running.
