The decision aims to strengthen land rights, modernize governance, boost state infrastructure and improve operational efficiency of both the police force and administrative departments.
Infrastructure and tourism development
In an important step to encourage cultural and religious tourism, the Cabinet has approved the allotment of land to Tirupati Tirumala Devasthanams. The move is anticipated to emerge as a major spiritual and cultural hub in the North East.
The Cabinet approved allotment of 31 Bigha, 1 Kattha and 2 Lecha land in Amerigog village of Sonpur. This land is for the construction of the new Sri Venkateswara Swamy Temple.
Approval was also given to mobilize ₹115.11 crore NABARD loan for fast-track infrastructure development and road improvement projects in Karbi Anglong, West Karbi Anglong, North Cachar Hills and Tinsukia districts.

Briefing the media after the cabinet meeting, Barua said that the loan will help in accelerating development in the main hilly and industrial districts of the state.
Future ready ecology for Assam
To strengthen ecological security across the state, the Cabinet has approved the ₹292 crore Institute of Wildlife Health and Research (IWHR) at Dinjan in Dibrugarh, which will be a center for wildlife monitoring, research, training and conservation assistance.
Land rights and governance reforms
The Cabinet has also approved disposal of 732 proposals of government special and ceiling surplus land in Kamrup (Metro) district under Mission Basundhara 3.0, which will benefit indigenous and landless families for homestead purposes.
Further, 168 bids were authorized for disposal of government land in the same district under Mission Basundhara 2.0 after paying the applicable disposal premium. These measures are expected to provide stable land ownership, encourage housing investment and improve access to essential civic amenities.

The Cabinet approved addition of Rules 183A and 186A to the Assam Land and Revenue Regulation, 1886 to modernize the revenue administration. The amendments will enable digital hearings, electronic filing and technology-driven service delivery, which will also provide legal sanctity to electronic proceedings while reducing pendency and improving transparency.
By linking Assam with the national incentive framework, the state can now avail rewards of up to ₹150 crore.
administrative reforms
The Cabinet approved absorption of eight staff members of Assam Bhawan, Mumbai as contractual employees and temporary upgradation of the post of Liaison Officer, Assam Bhawan, New Delhi to Senior Liaison Officer. An amendment to the Assam Police Manual was also approved to allow personnel from both armed and unarmed branches to appear for promotion to the post of Assistant Sub Inspector of Police.
