Mumbai, Nov 17 (IANS) Maharashtra Chief Minister Devendra Fadnavis on Monday directed the administration to issue appointment letters to the successful candidates by following the prescribed procedure, at least within four days of the declaration of results of examinations for various posts in government services.
He also directed that 75 per cent of promotions should be given as per the available promotion slots by the end of January every year, adding that large-scale administrative reforms are being undertaken for citizen centricity, accountability and good governance.
He appealed that every department should actively participate in these reforms and create its own identity.
The Chief Minister chaired the meeting on Administrative Reforms for Good Governance (Good Governance Re-engineering).
CM Fadnavis said that promotion is a matter of concern for every officer and employee.
He said that after getting promotion while in government service, one develops the ability to successfully handle the given responsibility.
He said, “Therefore, departments should review every year and take action to give 75 percent promotion by the end of January. ‘Ranking’ of departments should be done in this matter.”
He said that the departments which are lagging behind in administrative reforms should complete this process at a fast pace and highlight the work of the department.
The Chief Minister said that each department should submit its demand letter according to the number of vacant posts and should conduct regular training of the working officers and employees and increase their capacity.
He said, “Every department of the government should update the appointment rules. The point list should be checked to ensure that it is accurate. Time limits should be followed while implementing all these procedures. While updating the appointment rules, the department should do so as per the responsibilities required for the post concerned at present. So that these rules do not have to be changed immediately in future.”
According to the Chief Minister, ‘Aapal Sarkar 2.0’ portal should be implemented to provide all services to the citizens easily and without delay.
He also suggested strengthening Aaple Sarkar Kendras and Setu Kendras in the state.
CM Fadnavis said that training institutes of all departments should be brought under one roof.
He said that an effective program of regular training should be implemented through these training institutes.
He said that the department should conduct training as per the current requirement.
He also appealed to the departments to register their participation in the reforms of administration.
