Angel Chakma death: Police say no racial motive found as PIL seeks Supreme Court guidelines on hate crimes

Uttarakhand Police on Tuesday said there was no racial motive behind the murder of Tripura student Angel Chakma. Chakma, an MBA student, died in Dehradun last week. He was attacked by a group of miscreants with knives and other blunt objects on December 9.

On December 30, Dehradun SSP Ajay Singh said that the clash that led to Angel Chakma’s death began as a verbal altercation near a liquor shop and then escalated into violence.

Police say abusive comments were exchanged, but described them as part of an alcohol-induced argument rather than a targeted racial attack. He said, “In the preliminary investigation, no evidence of racial remarks has come to light in the investigation of this case.”

So far five people have been arrested. Police say that the investigation is still going on.

Uttarakhand Chief Minister Pushkar Dhami has directed the police to ensure that the remaining suspects, if any, are identified and interrogated.

Meanwhile, the family has disputed the police statement and said that racial slurs were used before the attack.

PIL in Supreme Court on racial violence against North-East citizens

Meanwhile, a public interest litigation (PIL) filed under Article 32 of the Constitution has sought to the Supreme Court to consider the death of Angel Chakma as an example of the wider pattern of violence faced by the people of the Northeast.

The petition cites earlier cases, including the murder of Nido Taniam in 2014, and calls for formal recognition of racial violence as a hate crime. It wants guidelines similar to the Vishakha framework, special police units and protection against insults and racial profiling. No date of hearing has been announced yet.

What happened to Angel Chakma?

Angel Chakma, a 24-year-old student from Tripura, was attacked in Dehradun’s Selaqui area on December 9 when he and his brother were buying groceries.

According to the family, a group of drunk people made racial remarks – ‘Momo’ and ‘Chinki’. The angel protested. After this there was a confrontation. He was stabbed and seriously injured.

He remained in hospital for 17 days and died on 26 December. The FIR was lodged a few days after the incident.
