The MoU was formalized with Andhra Pradesh Economic Development Board during the Andhra Pradesh Partnership Summit in Visakhapatnam on November 18, 2025.
Chief Minister N Chandrababu Naidu endorsed the MoU in the presence of Industries and Commerce Minister TG Bharat. Naidu reviewed the mobility blueprint of the consortium and assured fast-track approval for the project.
The program is estimated to create more than 5,000 jobs, including 1,450 direct and 3,100 indirect roles, with dedicated opportunities for women in fleet operations, charging station management, customer support and mobility management.
Key partner ThunderPlus will build the charging backbone of the state. The plan includes deploying 120 kW chargers every 25 km and 1 MW ultra-fast chargers every 100 km on highways and intercity corridors.
The company is already operating a 3 MW charging hub in Vijayawada and 0.5 MW facilities in Nellajarla and Visakhapatnam, and is preparing electrification plans for the Visakhapatnam-Chennai industrial corridor.
Implementation will begin in two groups:
• Amravati Capital Region – Gannavaram Airport, Vijayawada, Amaravati and Guntur
• Visakhapatnam urban area — NAD Junction, Pendurty, Simhachalam, and Dwarakanagar
These areas will host the first phase of the state’s multi-modal EV shuttle network.
The consortium aims to integrate EV manufacturing, city and intercity operations, charging infrastructure and an integrated digital ticketing system. Rokit will develop a single-ticketing platform to connect multiple transportation modes through a single application.

Nirmal Reddy, CEO, ETO Motors, said, “Together, we are building an integrated system that enhances everyday travel for millions of citizens. Rokit’s leadership highlighted that the single-ticketing platform will integrate all modes of transportation through one seamless app.”
The association will coordinate with the AP Economic Development Board, municipal bodies, transport agencies and industrial corridor authorities to implement the program across the state.
