Ukrainian President Volodymyr Zelensky said last week that several key issues remain unresolved in ongoing talks between Ukraine and the United States on a possible framework for ending Russia’s war. Speaking about the 20-point plan under discussion, Zelensky outlined the most difficult points, noting that Ukraine has already stated its position WashingtonFrom which it is expected to be transmitted to Moscow.

kremlin spokesperson Dmitry Peskov told reporters on Friday that the Kremlin was already in contact with US representatives Russian Presidential envoy Kirill Dmitriev recently met with US envoys in Florida. However, he gave no details, saying only: “It was agreed to continue negotiations.”

Security Guarantee

Zelensky said negotiations were continuing on the nature and scope of security guarantees to be provided to Ukraine under any agreement. He said a number of technical issues remain, including how the guarantees will be implemented and what monitoring mechanisms will be used to ensure compliance.

Zelensky said the fate of the areas Russia claims remains the most difficult issue in the talks. He did not give details, but has repeatedly said Kiev will not recognize Russian control over the occupied territories, including those seized after Russia launches a full-scale invasion in 2022. Zelensky has also repeatedly said that Ukraine will not give up the territories it currently controls, which Russia has publicly demanded.

Zaporozhye Nuclear Power Plant

Zelensky said the future of the Russian-occupied Zaporizhia nuclear power plant remains unresolved. The facility, Europe’s largest, has been under Russian control since the beginning of the war and has repeatedly raised international security concerns because of nearby fighting.

Ukraine has consistently maintained that the safe operation of the station requires demilitarization of its territory, where Russian troops are currently stationed. Furthermore, Ukraine is insisting that Ukrainian workers should be granted full access to the station, which they currently do not have.

Details previously released during the current talks revealed that the US and Ukrainian teams are discussing a joint-access format, potentially between all three parties (US, Ukraine and Russia).

Zelensky said further discussions were expected between the Ukrainian and US teams, including talks in Florida, and separate documents on economic recovery and prosperity were also under consideration.
