Aadhaar card is no longer a proof of birth in Uttar Pradesh and Maharashtra

The Uttar Pradesh government has issued strict instructions saying that Aadhaar cards will no longer be accepted as proof of date of birth for official purposes. This came after reports of widespread misuse of Aadhaar details to obtain birth certificates, especially in delayed or doubtful registrations.

UP issued statewide instructions

The Planning Department in Uttar Pradesh has directed all departments that Aadhaar cannot be considered as a birth certificate, as there is no birth related document attached to it. The order was issued by Amit Singh Bansal, special secretary in the planning department, after communication from the UIDAI regional office in Lucknow on October 31, 2025.

“Letter from the Deputy Director, UIDAI, Regional Office, Lucknow, making it clear that Aadhaar card is not an acceptable proof of date of birth. However, many departments of the state government continue to accept Aadhaar as date of birth document. Therefore, all departments are requested to ensure that Aadhaar is not accepted as proof of date of birth,” the official notice said.

The directive aims to standardize documentation across departments and ensure that birth registrations are only supported by valid civil records. Departments have been asked to immediately stop accepting Aadhaar in any form for date of birth verification.

Maharashtra cancels Aadhaar-based delayed birth certificate

In Maharashtra, the Revenue Department has gone a step further and announced that all delayed birth certificates issued only on Aadhaar after the Registration of Births and Deaths (Amendment) Act, 2023 will be cancelled.

Revenue Minister Chandrashekhar Bawankule has directed officials to identify and cancel suspicious entries and initiate action against officials responsible for irregular registrations, ANI reported.

The state has also implemented 16-point verification guidelines to prevent fake birth and death entries. It said that the orders issued by Naib Tehsildars for delayed registration after the 2023 amendment should be withdrawn and re-verified by the competent authority or the District Collector.

The Revenue Department has further directed that the pending applications be immediately reviewed and any records not matching the official SOP be immediately cancelled. Incorrect entries on the Civil Registration System (CRS) portal are to be removed without delay.

Officials have been told that Aadhaar “cannot be accepted as evidence in any subject or matter” and a police complaint should be filed if discrepancies are found between Aadhaar details and the claimed date of birth.

The notice has identified 14 areas with unusually large number of unauthorized registrations, including Amravati, Sillod, Akola, Sambhajinagar city, Latur, Parbhani, Beed, Jalna and others. Tehsildars and police station officers have been asked to seriously examine these records.

The municipal bodies have also been directed to resolve delayed entries and verify certificates issued without proper authorisation. The state observed that some offices issued certificates even without the approval of the tehsildar, leading to a coordinated verification drive covering all municipalities and townships.
