According to the Bill, it is considered necessary to amend the Drugs and Cosmetics Act, 1940 to empower the State Government to specify such authority and officers who may perform the functions of the Central Drugs Laboratory and the Director in relation to drugs and cosmetics in the State with the prior approval of the Centre.
It places the burden of proof on the person from whose possession the drug or cosmetic was seized, that such drug or cosmetic is not misbranded or adulterated.
While prescribing all offenses punishable under the Act as cognizable and non-bailable, the Bill also lays down rules for granting powers to the State Government under the Act.
The Karnataka Labor Welfare Fund (Amendment) Bill, 2025 was also introduced, which amends the Karnataka Labor Welfare Fund Act to redefine “establishments” with more than 10 employees instead of 50.
It is also proposed to introduce e-banking system and online banking in the process of contribution.
The Karnataka Rent (Amendment) Bill, which seeks to achieve the principle of “minimum government maximum governance” by decriminalizing minor offenses and rationalizing monetary penalties as envisaged in the Public Trust (Amendment of Provisions) Act 2023 (Central Act 18 of 2023), was also introduced.

The Karnataka State Universities (Second Amendment) Bill, 2025 introduced in the Assembly seeks to change the name of “Ranichannamma University” to “Kuttur Ranichannamma University”.
The Karnataka Hindu Religious Institutions and Charitable Endowments (Amendment) Bill proposes to remove discriminatory provisions against persons affected by leprosy as directed by the court.
Apart from this, the Karnataka Cine and Cultural Workers (Welfare) (Amendment) Bill, 2025; Malnad Area Development Board (Amendment) Bill; Byalaseem Development Board (Amendment) Bill; Sri Chamundeshwari Area Development Authority and Certain Other Laws (Amendment) Bill; Chandraguthi Sri Renukamba Area Development Authority Bill, and Sri Malai Mahadeswaraswamy Area Development Authority Bill (Amendment) Bill were also introduced.
The Karnataka Hate Speech and Hate Crimes (Prevention) Bill, which provides for punishment and imprisonment to prevent and stop the spread, publication and propagation of hate speech and crimes, was also introduced in the Assembly on Wednesday (December 9).
However, the government did not introduce the Karnataka Prevention of Slaughter and Cattle Preservation (Amendment) Bill, which eases the process of release of vehicles seized for illegal cattle transportation, although it was listed.
