He said the plan will also focus on enhancing passenger experience, improving financial sustainability and defining the long-term vision of DMRC in line with the national mobility goals.
DMRC said it has issued a request for proposal (RFP) to appoint a consultancy firm to prepare a 10-year corporate plan. The consultant has to complete the work within 120 days, which can be extended up to 180 days.
According to the corporation, the scope includes a detailed strategic review of the corporation’s current business, including operational performance, asset utilization, revenue sources, fare structure, ridership trends and cost optimization.
It added that the consultant will also evaluate organizational capabilities, regulatory constraints and conduct a SWOT and TOWS (Strengths, Weaknesses, Opportunities, Threats) assessment of all business areas.
“The study will benchmark the performance of Delhi Metro against leading global transit systems including COMET (Community of Metros) to identify shortcomings and incorporate best practices in safety, customer satisfaction, finance and operations,” DMRC said. It said the consultant will analyze macro mobility trends and identify potential new business areas based on DMRC’s core competencies.
The corporation said the consultancy will assist it in preparing its Vision 2035 document, defining long-term goals, mission statements and values as well as three-year and five-year strategies to strengthen core operations, explore new markets and expand DMRC’s role in NCR-wide mobility.
“The plan should be in line with India’s Vision 2047 and National Capital Region Planning Board’s Plan 2041,” it said.
To strengthen key business areas, DMRC said the focus will include strategies to improve operation and maintenance efficiency, passenger experience, technology adoption through Artificial Intelligence and Internet of Things, network expansion, multimodal integration and first and last-mile connectivity.
It added that financial sustainability measures such as boosting fare and non-fare revenue, land monetization, TOD-based development and innovative financing will also be part of the study.
DMRC noted that the consultant will outline measures to build resilient and energy-efficient infrastructure, including pathways to achieve net-zero emissions, expand the use of renewable energy and optimize energy consumption at stations, trains and depots.
Its scope includes identifying DMRC’s potential role in new and adjacent business areas such as Mobility-as-a-Service (MaaS), integrated NCR transportation solutions, consultancy work in India and abroad and opportunities in EPC (engineering, procurement, construction) and O&M (operations and maintenance) markets globally.
DMRC said the selected firm will prepare a business and financial roadmap for all prioritized opportunities with revenue projections, cost estimates, implementation timelines, risk assessment and feasibility indicators.
It will also review human resources including staffing patterns, employee training, multitasking feasibility, career progression and gender representation.
