SIR Phase II: EF distribution increased to almost 99 per cent, digitalization at 33.45 per cent

New Delhi: The Election Commission of India (ECI) has reported significant progress in the second phase of Special Intensive Revision (SIR) 2025 with 98.98 per cent distribution of Enumeration Forms (EF) in 12 states and union territories.

According to the daily bulletin issued at 3 pm on Saturday, the nationwide EF distribution has reached 98.98 per cent, reflecting strong regional mobilization of Booth Level Officers (BLOs) and participation of Booth Level Agents (BLAs).

During the ongoing counting phase, which runs from November 4 to December 4 – a total of 50.45 crore EFs have already been distributed out of the eligible 50.97 crore voters.

Although digitization is lagging behind in distribution, 17.05 crore forms have been digitized so far – which is an overall digitization rate of 33.45 per cent.

Goa and Lakshadweep have recorded perfect 100 per cent delivery of EF, followed by Andaman and Nicobar with 99.98 per cent, followed by Madhya Pradesh with 99.81 per cent, West Bengal with 99.74 per cent and Gujarat with 99.65 per cent.

Uttar Pradesh, the largest state by voter size, has achieved 99.58 per cent distribution covering more than 15.37 crore voters.

Puducherry reported the lowest EF distribution with 95.15 per cent, followed by Tamil Nadu (95.78 per cent) and Kerala (97.15 per cent).

In terms of digitalization, Lakshadweep leads with 77.30 percent, followed by Goa with 65.39 percent and Rajasthan with 60.54 percent.

Kerala has recorded the least digitization progress with only 10.58 per cent, followed by Uttar Pradesh at 14.12 per cent.

The Election Commission said recognized political parties have been urged to appoint more booth level agents to expedite verification and digitization.

The ECI press note said the Rajasthan figures do not include Anta Assembly constituency, where the revision was postponed due to by-elections.

As the amendment process moves towards the December 4 deadline, the ECI will continue to issue scheduled bulletins
