Patna, Nov 11 (IANS) Amid intense voting for the second and final phase of assembly elections in Bihar, the Election Commission of India (ECI) on Tuesday filed an FIR against some persons over “circulation and distribution” of voter slips inside a polling booth in Motihari district. The Election Commission said that two people have been arrested for violating the model code of conduct. The matter came to light after the Rashtriya Janata Dal (RJD) flagged “gross violation” of election guidelines allegedly by the polling agent of the BJP candidate in booth number 229 and 230 of the Motihari Assembly. Accusing the BJP candidate of forcibly campaigning on the polling day, the RJD shared pictures and videos on its X handle of openly displaying voter slips with the alleged intention of influencing voters. “Voters in booth no. 229, 230 of Motihari Assembly are being deliberately shown photographs and slips with election symbols inside the booth and being distributed by BJP polling agents! Similar complaints are being received from all the booths in Motihari,” the party said in the post. It also criticized the Election Commission for failing to take action against violations of the model code of conduct, and said the distribution of such voter slips with photographs of candidates was not only unethical but also completely illegal. The voter slips distributed to voters by BJP polling agents reportedly contained photographs of the NDA candidate with Prime Minister Narendra Modi and also an appeal to re-elect the Nitish-led government. The ECI immediately took cognizance of the incident and informed that a case was registered against the violators, leading to the arrest of two persons. Meanwhile, the second phase of voting began at a brisk pace this morning as a large number of people, including women, gathered to cast their votes in several constituencies. Good turnout was recorded in the morning, with more than 14 percent voters casting their votes till 9 am. The constituencies that saw the highest turnout included Araria (15.34 per cent), Arwal (14.95 per cent), Aurangabad (15.43 per cent), Banka (15.14 per cent), while other constituencies like Kaimur, Katihar and Nawada recorded over 13 per cent turnout till 9 am.
