Patna, Nov 11 (IANS) A day ahead of the second phase of voting in Bihar, a purported video of BJP MLA and Chiraiya candidate Lalbabu Prasad Gupta allegedly handing out cash to voters went viral on social media on Monday, sparking a political controversy. In the clip, posted just hours before voting, Gupta is purportedly seen giving money to a woman while other locals look on. The viral video has created an uproar in the political circles of the district. After the video went viral, police have registered a case against the BJP candidate for alleged violation of the model code of conduct. East Champaran SP Swarna Prabhat said the viral clip shows a candidate with some people who had money, which prima facie constitutes a case of MCC violation. An FIR regarding the incident has been lodged at Patahi police station. The Election Commission has already deployed additional monitoring teams in poll-bound districts for Phase 2, but the episode continues attempts at decoys despite heavy enforcement. In another election-related controversy ahead of the second phase of voting in Bihar, a video went viral on Monday claiming that VVPAT slips were found lying in a roadside ditch in Maharajganj assembly constituency in Siwan district. Rashtriya Janata Dal (RJD) posted the clip on Twitter tagging the Election Commission and alleging irregularities. RJD wrote that VVPAT slips were found lying in a roadside ditch and accused outsiders of trying to bury democracy in the ditch. The party demanded an immediate clarification from the Election Commission, saying that if the intentions and rules of the Election Commission are honest, fair and transparent, then the Election Commission will have to answer on record. Rajya Sabha MP Manoj Jha also reacted, saying, “Even if it is just for show… clarification is necessary – or should we seek the reason behind the silence?” After the complaint, the district administration said on Monday that on November 10, information was received about some EVM/VVPAT slips near Mauli Ka Bathan in Siwan. An official team reached the spot and preliminary investigation found that the slips were from 112-Maharajganj assembly constituency and belonged to the commissioning phase of the machines. Officials said those slips were to be destroyed using a shredding machine by personnel present at the site, and that the commissioning was conducted in the presence of the contesting candidates or their election agents. Calling it a case of negligence, Siwan administration said that the concerned employees have been immediately suspended and departmental action is being initiated. An FIR is also being lodged at the local police station and a detailed investigation has been ordered. Officials said that all the candidates of 112-Maharajganj seat have been informed about the action taken. –IANS AJK/DAN
