New Delhi, Oct 30 (IANS) The Delhi government on Thursday announced relaxation in norms for issuing No Objection Certificates (NOC) for unregistered vehicles, a decision aimed at providing relief to lakhs of vehicle owners and furthering the objective of reducing vehicle pollution in the capital.
Transport Minister Pankaj Kumar Singh said the Delhi government has decided to keep in abeyance the restrictive clause of the “Guidelines for Handling of End-of-Life Vehicles in Public Places in Delhi, 2024”, which limits applications for NOC to only one year after the expiry of the registration of the vehicle.
He said the move will primarily benefit owners of diesel vehicles older than 10 years and petrol vehicles older than 15 years, allowing them to obtain NOC to re-register their vehicles in other states outside the Delhi-NCR region, irrespective of how long ago their vehicle registration had expired.
“Our dual focus has always been on citizen welfare and environment protection. We found that the one-year deadline for NOC was creating unexpected traffic jams, leaving lakhs of vehicles stranded in Delhi,” the minister said.
He said, “These vehicles were neither being scrapped nor taken out, leading to potential pollution and congestion. By relaxing the norms, we are empowering our citizens to make a responsible choice. This decision will systematically remove a large number of old vehicles from Delhi’s roads, which will directly boost our efforts to improve air quality and reduce congestion in our city.”
This proactive step, proposed considering several public representations and internal reviews, is in line with the department’s earlier orders for 2021 and 2022, which were themselves made in compliance with the directions of the National Green Tribunal (NGT).
This ensures that vehicles unregistered due to age can be legally moved to areas where they are allowed to ply, effectively removing them from the ecosystem of the national capital.
The government hopes that this notification will provide a structured and eco-friendly exit route for old vehicles, complement the National Vehicle Scrapping Policy and strengthen Delhi’s commitment to clean air.
