J&K LG terminates services of two government employees for terror links

Srinagar, Oct 30 (IANS) Jammu and Kashmir (J&K) Lieutenant Governor, Manoj Sinha, on Thursday dismissed two government employees from service under Article 311 for their involvement in terrorism-related activities, reaffirming the administration’s zero-tolerance policy against terrorism.

An official statement said that education department teacher Ghulam Hussain was also among the removed employees. They have been accused of working as over ground workers (OGWs) for Lashkar-e-Taiba (LeT), maintaining links with terrorists and facilitating recruitment and funding in Reasi district.

The second person, whose services have been terminated, is Majid Iqbal Dar, a teacher and former lab assistant, who was allegedly engaged in narco-terrorism, radicalization of youth and terror financing through drug money, had links to IED plots in Rajouri and continued subversive activities even during detention.

Article 311 of the Indian Constitution protects civil servants from arbitrary dismissal, removal or reduction in rank. It orders that they must be given a reasonable opportunity of being heard after being informed of the charges, and they cannot be dismissed by any authority subordinate to their appointing authority.

However, this protection is not absolute and there are exceptions, such as cases involving criminal convictions or security concerns where investigation may be waived.

The Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, has so far dismissed several people found to be involved in terror links and after sufficient and concrete evidence that the continuance of such a person as a civil servant jeopardizes the security of the state.

Apart from this, security forces and Jammu and Kashmir Police are carrying out offensive operations against terrorists, their OGWs and supporters.

The revised strategy aims to destroy the entire ecosystem of terror instead of targeting only gun-wielding terrorists. Drug traffickers, drug smugglers and people involved in financial scams and hawala money rackets are also on the radar of security forces.

It is believed that the money generated from these illegal activities is ultimately used to maintain terrorism in Jammu and Kashmir.
