Ukraine’s long-range attacks on refineries inside Russia Ukrainian President Volodymyr Zelensky, citing intelligence from Western governments, said Moscow’s oil refining capacity had been reduced by 20%.
According to Zelensky, more than 90% of deep strikes on Russian soil were carried out by Ukrainian-made long-range weapons. He said Ukraine needs additional foreign financial help to produce more of these.
“We just need to work on it every day,” he said Monday in comments restricted to the media until Tuesday.
Oil exports play a key role in financing Russia’s invasion of its neighbor Ukraine. While Ukrainian weapons aim at refineries, new US and EU sanctions aim to cut off Moscow’s oil and gas export earnings.
Despite renewed US-led peace efforts, the war shows no signs of ending after almost four years. With Kremlin showing no willingness to compromise, US President donald trump Last week it raised the stakes by announcing sanctions against Russian oil giants Rosneft and Lukoil.

He said he expected Trump’s planned meeting with his Chinese counterpart Xi Jinping in South Korea on Thursday would lead to a further reduction in purchases of Russian crude.
In other comments to journalists, Zelensky said:
– Ukraine has 70% of the $2 billion needed to finance gas imports for the winter heating season as Russia steps up attacks on Ukrainian energy infrastructure.
– Ukraine will produce 500-800 interceptors per day by next month to stop Russia’s martyr drone attacks, but operators will also need training to use them.
– Ukraine has captured 2,200 Russian POWs this year in more than six months of fighting in the eastern region, where Russia’s larger force is attempting to capture the city of Pokrovsk. Where Ukraine is strengthening its security with more troops.
