The first bench of Chief Justice MM Srivastava and Justice G Arul Murugan passed the direction while hearing petitions seeking various reliefs filed in the wake of the September 27 Karur stampede in which 41 people lost their lives during a road show organized by actor Vijay’s Tamilaga Vetri Kazhagam (TVK), where he had delivered a speech.
When the matter came up for hearing, Additional Advocate General J Raveendran informed the bench that no political party would be allowed to hold rallies/road shows until the SOP was prepared. But, he said, he will not be stopped from holding public meetings.
When the bench asked the AAG when the draft SOP would be prepared, he said the state government would have to consult various departments including police, fire department, civic bodies and then prepare it. He asked for some more time to prepare the SOP.

The bench said that the state government will have to prepare the SOP within 10 days, otherwise it will pass the order.
AIADMK sought permission to file party petition in the case.
The bench fixed further hearing on the petitions till November 11.
Earlier, the bench dismissed as ‘withdrawn’ the anticipatory bail plea filed by TVK general secretary N Anand.
