Chandigarh, October 16 (IANS) Haryana Chief Minister Nayab Singh Saini will address a state-level program to mark the completion of one year of his government at the Indradhanush Auditorium in Panchkula here on Friday. Officials gave this information on Thursday.

The event will highlight the major achievements, key initiatives and roadmap of the coming years of the state government.

In this connection, Chief Secretary Anurag Rastogi chaired a high-level review meeting to take stock of the preparations for the festival.

He directed all the Deputy Commissioners to organize district level programs, after which the Chief Minister’s address will be telecast live from the state level program.

During the meeting, Chief Minister Saini will distribute development grants to Panchayats and urban local bodies and will hand over plot allotment letters to the beneficiaries under the Chief Minister Rural Housing Scheme 2.0 (Phase-II) at the programme.

The Chief Secretary stressed on ensuring smooth arrangements, wide public participation and proper publicity of the achievements of the state government at both the state and district levels.

He also directed the departments to coordinate effectively for security, public outreach and on-ground logistics to make the event a success.

Meanwhile, the state government has issued instructions to all the departments regarding payment of salaries of newly appointed Group-D employees under the common cadre.

These employees had joined various departments on or after August 28.

In a letter addressed to Chief Secretary Rastogi, it was noted that the salaries for these employees, who joined in compliance with the August 28 posting orders, have not yet been paid from the date of their joining.

After reviewing the matter, the state government has directed that all pending salaries should be paid without delay from the joining date.

These employees were recommended by the Haryana Staff Selection Commission on July 2.

The Chief Secretary also directed all departments to ensure that the details of these employees are entered in the Human Resource Management System portal, as the e-billing system depends on this data for generating pay bills.

Regarding the National Pension Scheme (NPS), the state government clarified that without PRAN (Permanent Retirement Account Number) only two months’ salary can be released.

After this period, it is mandatory to generate PRAN for continued salary disbursement.
