Chandigarh, October 13 (IANS) Punjab Scheduled Caste Commission (PSCC) on Monday appointed Haryana Police ADGP Y. Expressing dissatisfaction over the report of Chandigarh Police in the case of suicide of Puran Kumar, directed to arrest all the 14 persons named in the suicide note.
According to the police report, a Special Investigation Team (SIT) has been formed and the investigation is currently underway.
Expressing dissatisfaction over the report, Punjab State Scheduled Caste Commission Chairman Jasvir Singh Garhi directed Chandigarh Police officials to proceed as per the Supreme Court judgment in the case of Lalita Kumari versus State of Uttar Pradesh.
Garhi directed them to take immediate action and arrest 14 persons named in the suicide note of the deceased officer. He further said that the submitted report does not include a copy of the First Information Report (FIR), making it unclear whether an FIR has been registered against the 14 officers mentioned in the suicide note.
The Commission was also not provided written details regarding the SIT constituted to investigate the case. Later, Commission Chairman Gadhi honored the late Y. Puran Kumar and assured them that the Commission will make every possible effort with determination to ensure justice for the bereaved family.
Inspector General Puran Kumar, who allegedly shot himself with his service revolver at his Chandigarh residence on October 7 and left a “last note”. Even seven days after the suicide, the last rites of the police officer have not been performed.
The standoff continues between Puran Kumar’s wife, IAS officer Amneet P. Kumar and the Haryana government over the arrest of DGP Shatrujit Singh Kapoor and Rohtak Superintendent of Police Narendra Bijarania.
The victim’s wife and senior Haryana cadre bureaucrat Amneet P. Kumar has sought justice for her husband in a letter to Chief Minister Nayab Singh Saini.
The letter, which was marked as urgent and confidential, was written three days earlier, more than 48 hours after her husband’s death, despite what she described as “gross injustice” and “complete administrative inaction”.
In a nine-page “suicide note”, Puran Kumar allegedly accused nine serving IPS officers of Haryana Police, one retired IPS officer and three retired IAS officers of “caste-based discrimination”. The serving officers included DGP Kapoor and Superintendent of Police Bijarnia.
