New Delhi, Oct 13 (IANS) The Chief Electoral Officer (CEO) of Bihar has announced that no appeal has been filed by any District Magistrate under Section 24(A) of the Representation of the People Act in any of the 243 assembly constituencies of Bihar during the 2025 Special Intensive Revision (SIR) of the electoral rolls.

This claim implies that no district-level legal challenges were raised against the decisions of electoral registration officers (EROs) to add or remove names from voter lists during the SIR process.
Under the SIR, after collecting enumeration forms from eligible voters, the draft voter list was published on August 1, 2025. During this process, approximately 65 lakh names were identified for deletion (due to death, migration, multiple registration) and 21.53 lakh new names were added, resulting in a revised electoral roll of approximately 7.42 crore voters.
The Association for Democratic Reforms (ADR) has already filed a petition in the Supreme Court claiming that SIR 2025 is inconsistent with the earlier rules and unfairly places the burden of proof on voters.
In fact, the top court has asked the ECI to give details on the 3.66 lakh names that were excluded from the final list, and whether those exclusions are justified, in light of the CEO’s claim that no appeal has been filed.
Further, in response to the concerns of excluded voters, the Supreme Court has directed the Bihar State Legal Services Authority to ensure that district-level bodies help affected persons to file appeals.
