Chandigarh, Oct 11 (IANS) Punjab Chief Minister Bhagwant Mann on Saturday said the Haryana government, instead of protecting “blue-eyed” officers, should be paying tribute to late IPS officer Y. Justice should be given to Puran Kumar’s family.

While talking to the media after meeting Puran Kumar’s family here, the Chief Minister appealed to the Government of India and the Government of Haryana to stand with the bereaved family in this hour of crisis.

He said that the Haryana government should ensure justice for the victim’s family instead of protecting the interests of its “blue-eyed officials”.

Mann said he has taken up the issue with the Punjab Governor, who is also the Chief Administrator of Chandigarh, that the officials named by Puran Kumar should be immediately booked.

The Chief Minister said that the entire family is in shock after the death of a senior IPS officer coming from an ordinary background. The deceased officer’s wife is the daughter of a Punjabi and a senior official of the Haryana government, he said, adding, ‘It is unfortunate that such cases of targeting weaker sections are increasing in the country.’

The Chief Minister said that this is a conspiracy to target senior officials holding high positions and common people from weaker and deprived sections.

Citing the example of the Chief Justice of India, the Chief Minister said that the troll army is making memes of him daily and targeting him as part of their nefarious agenda.

“It is unfortunate that discriminatory policies are being adopted against these sons of the soil. Even traditional policies are attacking him because he hails from a normal non-political family,” the Chief Minister said.

Meanwhile, the Punjab State Scheduled Castes Commission took suo motu cognizance of the suicide case and sought a report from the Director General of Police, Chandigarh.

Commission Chairman Jasvir Singh Garhi said he has directed the Chandigarh Director General of Police to submit a report on October 13 regarding the matter and the action taken so far on the suicide note and the complaint lodged by his wife, Haryana cadre senior bureaucrat Amneet P. Kumar, to the Commission through an ADGP level officer.

Meanwhile, Jai Narayan, spokesperson of the 31-member committee to get justice for Puran Kumar, told the media here that they formed this 31-member committee on Friday with prominent members from different areas to maintain the movement across Haryana.

“The government has not conducted any meaningful investigation and we demand that at least those responsible be fired, only then a post-mortem will be conducted,” he said.

Inspector General of Police Puran Kumar, who allegedly shot himself with his service revolver at his Chandigarh residence on October 7, left behind a “last note”.

The victim’s wife Amneet P. Kumar has sought justice for her husband in a letter to Chief Minister Nayab Singh Saini. The letter, described as urgent and confidential, expressed grief over what she described as a “grave injustice” and “complete administrative inaction” two days after her husband’s death, more than 48 hours after her death.

In a nine-page “suicide note”, Puran Kumar allegedly accused nine serving IPS officers of Haryana Police, one retired IPS officer and three retired IAS officers of “caste-based discrimination”.

The serving officers included DGP Shatrujeet Singh Kapur and Rohtak Superintendent of Police Narendra Bijarniya.

Meanwhile, the government has removed Bijarania from his post and replaced him with Surinder Singh Bhoria as Rohtak Superintendent of Police. Currently no posting has been given in Bijarania.

Congress Parliamentary Party President Sonia Gandhi has written a letter to the wife of the late Haryana IPS officer, saying the incident shows that even the highest level officers can be deprived of social justice due to discriminatory attitude.

He wrote, “The demise of Shri Y Puran Kumar shows that social justice can be denied even to the highest level of officials due to discriminatory attitudes and preconceived notions of powers that be. Crores of Indians stand with you in your fight for justice.”
