All 12 matches across the division on November 15 will start at 3.03pm due to this symbolic delay, which is specifically designed to highlight the ongoing issue.
The campaign also has the full support of the 48 clubs from National League North and South, who will take part in FA Trophy action on the same day.
National League chairman Jack Pearce explained the clubs’ stance, saying: “Our 72 clubs – the majority of which are over a century old and household names – will not accept the current circumstances preventing them from playing on equality and fairness with all other professional teams in England.
“Since launching 3UP, we have been contacted by a large number of EFL clubs who are personally supportive of the change, but have not even been given the opportunity to formally discuss it as a group of clubs.”
The National League remains steadfast in its pursuit of this important structural change.
The change appears to have strong support among fans, with a Football Supporters’ Association poll earlier this year finding that 93 percent of fans surveyed across all divisions supported an additional promotion place from the National League to League Two, while 83 percent of fans following EFL clubs supported the move.
The PA news agency understands that both the EFL board and its clubs have discussed the issue since the National League launched the 3UP campaign in February.
The discussion is ongoing and the issue is under consideration.
In February, the EFL said it needed to change the number of promotion and demotion places between the fourth and fifth tiers to be part of a wider package of reforms at all levels of the game.
A majority of the 72 EFL clubs, as well as a majority of Championship clubs, would be required to vote in favor of the regulation change.
