Along with hefty tariffs on imported goods — up to 50 percent on goods coming from Brazil and India — Trump introduced sweeping changes to how individual packages sent to the US must meet the new rules. This includes eliminating duty-free entry for packages valued under $800.

This has eliminated a relatively simple rule, and replaced it with a complex series of different tariffs and fees, which can vary from country to country depending on where the parcel comes from, and may also have to take into account reciprocal tariffs and new taxes on particular goods and materials.

As the backlog of packages ineligible for delivery grows due to the new system, shipping service firms have described the situation as “unprecedented”.

Across the US, frustrated people are reporting failure to receive items they purchased or otherwise shipped via UPS.

According to those concerned, many items have sentimental value, while non-delivery of orders represents a serious threat to businesses.

“They destroyed my package with my late cousin’s handiwork. Now I have to explain to my aunt why she can’t find something her son left for her,” one person wrote on Reddit this week.

“This is currently happening to me,” wrote another. “I spent over 20 hours on the phone on every different number you could possibly call and got nowhere.”

“I arrived in the US on September 17th. I have $4k worth of packages and they charged $400 in tariffs within an hour of sending me the bill on the 30th. Still waiting for it to be cleared. Last updated on the 3rd. If it doesn’t deliver to me, I really hope they send it back to sender, otherwise it’s a big blow to my small business,” wrote one frustrated person.

Another blamed “the tariffs and the resulting companies not handling paperwork, tariff payments or tracking properly”.

“I literally ordered a T-shirt from Japan and it was labeled perishable,” said one shocked man.

Highlighting the Trump administration’s role in creating the customs chaos, one contributor said: “My condolences on behalf of Canada.”

in a call with Independent, A UPS spokesperson urged anyone sending anything to the US to pay attention to the new customs and shipping rules.

He said that due to changes in import regulations, “we are seeing many packages that are unable to clear customs due to missing or incomplete information about the shipment that is required for customs clearance.”

He said “more than 90 percent” of packages were meeting regulations on the first day of entry into the US.

But added: “In cases where we cannot obtain the information necessary to clear the package, there are two options. First, the package can be returned to the original shipper at their expense. Second, if the customer does not respond and the package cannot be cleared for delivery, the disposition of the shipment is in compliance with U.S. Customs regulations.

“We continue to work to bridge the gap in understanding associated with the new requirements and, as always, remain committed to serving our customers.”
