Bhubaneswar, 20 September (IANS) Chief Opposition Biju Janata Dal (BJD) announced on Saturday that it would stage a ‘circle’ of the Odisha Legislative Assembly on 23 September, accusing the state government of weakening three-level Panchayati Raj Institutions (PRI).
Speaking at a press conference here, BJD leader Debbie Prasad Mishra alleged that the state government has reduced the budget for various social welfare programs, including Jal Life Mission, PM Avas Yojana and Antidia Avas Yojana, etc.
He also alleged that the workers registered under the Flagship Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) program are getting their wages.
Mishra also said that the BJD would not become a silent spectator and will protest against the conspiracy by the BJP -led state government to destroy three -level Panchayati Raj systems in Odisha. He further informed that the powers of elected representatives at the ground level like District Council, Panchayat Samiti and Gram Sabha are being defeated by the state government.
Meanwhile, talking to media individuals, BJD leader Arun Kumar Sahu accused the state government of working three-level Panchayati Raj System- District Council, Panchayat Samiti, and Gram Panchayat of working in the last 15 months.
“One directive, which was already received by cabinet approval, was released yesterday, curbing the powers of the chairman at the Panchayat Samiti (Block) level. It gave the authority the right to clean up up to Rs 10 lakh projects with the Block Development Officers (BDOs), which stopped the chairpersons for rubber for rubber.”
Sahu further alleged that collectors and MLAs have also been given the power to change the projects passed in Gram Sabha and Panchayats.
