In a historic administrative move, Executive Engineer Water Power Department (JSD), Baramulla Division, AIJAZ AHMAD issued three comprehensive transfer orders. 03 of 01, 02, and 2025- Rebuild more than 700 field staff in divisions.
The purpose of large-scale transfer is to restore transparency, streamline operations and address continuous public grievances related to water supply, absence and field-level disabilities.
This is not a regular reshuffle, but is a adventure improvement measure after years of monitoring of irregularities, stable posting and monitoring uneven manpower deployment. According to officials, there is a direct response to long-standing complaints of steps, misuse of positions, partisanism, non-demonstrations, and unauthorized absence from duties.
“All transferred employees should report their new places without posting without delay. Failure to do so will invite strict disciplinary action under the Civil Services Rules (CSR), including potential suspension,” Executive Engineer Aizaz Ahmed told Rising Kashmir.
He said, “We have made it clear that public service is a duty, not a privilege. The system should work for the people,” he said.
The department has appealed to citizens to patience during the transitional phase, accepting that temporary disruption in service distribution may occur as newly posted employees. However, efforts are being made to ensure minimum discomfort to the public and a smooth continuity of essential services.
This decisive action has been seen as a long-term corrective measure, which is incompetent disabilities and to destroy the so-called “post-holding mafia” within the department. This is also expected to promote the morale of the employees and promote fairness in posting.
Executive Engineer Age Ahmed urged other departments to take equal steps to work efficiently and in the best interest of the people.
