The latest data reveals a stunning standard of living for tenants across the country. According to the Housing Health and Safety Rating System, about half a million (496,000) privately rented homes have been rated with category 1 threats.

It is the most serious category and a serious and immediate risk for people’s health and safety, the system suggests. Overall, it is more than 10 percent of all private rental houses in the country.
