SBM 2.0, be sure to complete the time of Amrut projects on time: Chief Secretary

Chief Secretary, Atal Dullu, today directed the officials to ensure all the projects being executed under Amrut 2.0 and SBM 2.0 on the highest priority in the Union area.

Presiding over a high-level meeting held in this regard, the Chief Secretary reviewed the progress on various major urban development schemes. He insisted that both Amarut and SBM are “Pragati programs”, which are being seriously monitored at the highest level.

He emphasized that the implementation of the project should be intensified and processes such as tendering, approval and on-ground execution should be done in a fast-track manner. To ensure proper monitoring, he directed all the concerned departments to prepare month-wise action plans and submit the progress report of every fortnight.

During the review of SBM 2.0, it was reported that significant achievements have been made in solid waste and water management to be used.

Under the integrated solid waste management initiative, the department has reached a major administrative milestone. The infrastructure of water used is also being improved, many schemes are already under construction and other advanced plan stages.

For C&D processing, 125 plant processing TPD has been allocated SMC and 65 for JMC. With the inheritance waste withdrawal, the meeting was informed that 1.33 metric inheritance waste was removed since the previous review meeting.

In terms of cleanliness infrastructure, construction work for 375 toilet seats has been awarded. Jammu Municipal Corporation is working in 100 seats while Srinagar Municipal Corporation is constructing 95 seats and 97 urinals.

Additionally, the Directorate of Urban Local Bodies has swimmed tenders for another 275 toilet seats and 58 urinals. For individual domestic toilets, 51 beneficiaries have been identified and construction is going on.

The Chief Secretary praised the joint efforts of executed agencies, advisors and urban local bodies, and underlined the importance of timely and quality control. He said that these projects play an important role in achieving permanent urban development and protecting public health.

Reviewing the Amrut 2.0, he said that the mission aims to make cities safe and improve the overall quality of life, he said that, most of the total 99 approved schemes are already under active execution, while the rest are in different stages of tendering or allocation.

Of the 153 approved projects, 99 focus on improvement in water supply systems, relating to 04 sewerage and seepage management and 50 is aimed at water roads rejuvenation. He said that the goal is to provide 100 percent homes with functional tap connections in American cities.

The meeting was informed that a large number of these projects have already been tender and some are subject to execution, while some are still waiting for the allocation.

The Chief Secretary directed the concerned to stick to the deadline, expand coverage in urban areas and ensure efficient water management. He also gave directions for timely construction and upgrading sewage treatment plants, decentralized systems and seepage management units. He said that the government is committed to 100 percent safe settlement and reuse of waste water to reduce contamination and environmental damage.

The Chief Secretary highlighted the importance of these projects not only for the development of infrastructure but also to increase the quality of urban life. He reiterated that Amrut 2.0 represents a major change in urban policy and the government focuses on civil engagement, environmental stability and integrated urban planning.

He directed all concerned departments, urban local bodies and implementation partners to solve pending allocation without any delay, speed up civil works and maintain high standards during project execution. He expressed confidence that with frequent efforts, Jammu and Kashmir would emerge as a model in the effective implementation of these national urban missions.

He assessed SNA Spars Onboarding, Jal Hi Amrit Pahal, Amrit Mitra Pahal, GIS based master plan for class II towns, financial progress on PMU and ongoing projects.

It was informed that 26 cities to Rs. Has been approved with. 23.40 crore assistance for GIS based master schemes.

The meeting included Commissioner Secretary H&U, Commissioner SMC, Commissioner JMC, Chief Engineer Jal Shakti, Kashmir, Jammu, Special Secretary, H&U, SES and others related.
