She also agreed to scrap small sentences under 12 months and was sentenced to more criminals in the community instead.

The government has said that changes will ensure that the jail is not crowded, will blame the previous administration for failing to build sufficient jail places.

But Sir Mark warned that the ministers have not properly considered the impact of this policy on policing.

He said, “He has not analyzed any analysis on the impact on policing. There is no analysis. So that without any analysis of impact on policing, we have been settled without impact on us,” he said.
