Mirwaiz, whose own organization Awami Action Committee has been banned by the Center under the stringent anti-terrorism law, was not immediately available for comment.

Formed in 1993, the All Party Hurriyat Conference (APHC) was a group of separatist groups in Jammu and Kashmir that wielded enough influence to coordinate mass bandhs and political mobilization.

However, the organization’s dominance declined over the past decade due to a number of factors, including infighting and subsequent action by the Centre, which significantly toughened its approach towards separatist groups.

Following the abrogation of Article 370 in 2019, the Center banned most of the constituent organizations of APHC, and several senior leaders have since been arrested/cased under stringent laws or have completely withdrawn from public activity.
